- He was a co-founder of several leading Georgian NGOs and international programs, including the Liberty Institute, the Center for Civil Society Studies, the Center for Sociological Research, the International Eurasia Foundation, the UN Reform Support Group, the Caucasus Research Resource Center and more.
- In 2005-2007 he was the first chairman of the Board of Trustees of the Georgian Public Broadcaster. The council was formed under his direct leadership.
- From 2007 to 2010, he was the Chairman of the Central Election Commission, during which time the CEC underwent a fundamental reform.
- He later advised President Saakashvili on developments in the post-Soviet space.
- Member of Parliament for 2012-2016.
- Has been actively involved with the media for years, is the author of over 60 publications.
- Consulted pro-Western parties in Kyrgyzstan, Ukraine, Moldova and Russia on the planning and implementation of the election strategy.
- He has conducted numerous sociological studies in different countries and is the author of up to 20 analytical publications, which have been published in local and international peer-reviewed journals.
